NAW Event: Providing written evidence to NAW Committee Inquiries

At the beginning of April Graham Winter, Service Development Adviser, and Tom Jackson, Clerk- Scrutiny Support Team, from the National Assembly for Wales provided a presentation to PAC Members.

The presentation and discussion gave insight into providing written evidence to Committee Inquiries. The slides from the Presentation can be accessed here.

In addition Tom and Graham highlighted a number of useful links that PAC Members may want to look at:

PAC will be holding a second event in the autumn with Tom and Graham. The second event will be looking at how to provide oral evidence to Committee inquiries. We will inform members of the date as soon as it has been finalised.

It is with great pleasure that the PAC Exec can announce details of our Annual Dinner. PAC has had another busy and successful year and this is an opportunity for members and supporters to celebrate and network over drinks and dinner. We are delighted that the guest speaker will be the Presiding Officer, Elin Jones AM.

The dinner is being held a year after Elin was elected as Presiding Officer. She needs no introduction. She has been an AM since the Assembly was established in 1999, has been a Minister for Rural Affairs during the One Wales Government and was elected Presiding Officer after last year’s election. Since becoming Presiding Officer Elin has backed setting up a new youth parliament for Wales, has raised concerns over the Wales Bill and has established an expert panel to consider electoral reform in Wales, including the number of AMs needed and minimum voting age for Assembly elections. She will be a fascinating speaker providing insight into the future of the Assembly.

The dinner will be held on Wednesday the 10th of May at Portland House, Cardiff Bay.   Tickets are priced at £55 per head for individual seats and tables are available at a discounted price of £500 for a table of 10. This includes a drinks reception, a three course meal with coffee, wine on the table and music after the dinner.

Free PAC Seminar: Providing evidence to National Assembly Committee inquiries.

Do you regularly provide evidence to National Assembly inquiries?

Do you want to know what committees consider to be ‘good’ written evidence?

Do you want to know how to influence what inquiries are undertaken in the first place?

Have you got suggestions on how the process could be improved?

Then come to this two hour seminar that PAC has organised with National Assembly staff from the outreach, clerk and research teams. If successful, a further seminar will be arranged at a later date to focus on preparing to attend a committee meeting.

Regular user of Assembly.wales? Struggle to find what you’re looking for? Have a suggestion for how Assembly communications can be improved? Then the Llywydd’s Digital News and Information Taskforce want to hear from you.

The Taskforce is currently reviewing all aspects of how the Assembly communicates including how information relating to Assembly business is published and reported. As a community who engages with the Assembly professionally, we want to understand from PAC Members what works for you and what doesn’t so we can recommend improvements.

PAC responding to National Assembly Inquiry into Lobbying

Dear PAC Member.

The National Assembly for Wales Standards of Conduct Committee has recently launched an inquiry into lobbying. The PAC Executive is seeking members’ views to respond to this important inquiry and hopes that members get involved in the following ways:

During the event you will hear from the Chair of the Committee, Jayne Bryant AM, about the inquiry and also from Alastair Ross, chair of the Association for Scottish Public Affairs, about lobbying in Scotland. The event is also an opportunity for Members to discuss the PAC Code of Conduct and respond to the inquiry terms of reference.

Working Group: Responding to the lobbying consultation

Open invitation to all members to be part of a working group which will focus on drafting PAC evidence to the National Assembly Standards of Conduct Committee inquiry into lobbying in Wales. This will also be an opportunity to review PAC’s Code of Conduct.

If you are unable to attend our event or be part of the working group it would be great to hear your views around the terms of reference of the inquiry. You can send us your comments by e-mailing chair@publicaffairscymru.org

  • Is there a need for change?
  • What do you understand by the term lobbying?
  • How is lobbying regulated at the moment?
  • Do you consider yourself a lobbyist? How is lobbying regulated within your sector at the moment (e.g. if you are a private business, third sector, professional organisation)?
  • Have you encountered any problems with the current arrangements?
  • Are there any areas you consider to be unregulated in this area which pose a risk to the accountability and reputation of governance in Wales?
  • What would you consider to be the impact of introducing a new regime to deal with lobbying?

It’s that time of year again to hold the PAC Annual General Meeting, I am sending you this e-mail to provide instructions on the nomination process for the election of Chair and PAC Executive members.

To stand as a PAC Executive member you must self-nominate and be supported by 2 fully paid up PAC members.  Nominations will close 10 working days before the PAC AGM which will be held on 14th November 2016. This means that the deadline for nominations to be received by the Returning Officer, Owain ap Gareth from the Electoral Reform Society, is 5pm on Friday 28th October.

A valid nomination must be emailed to the Returning Officer with the 2 seconders’ emails attached.  He will then acknowledge receipt of a valid nomination within 5 working days by e-mail.

If you want to stand as PAC Chair you follow exactly the same process.  You must self-nominate and be supported by 2 fully paid up PAC members. The same deadlines also apply.

As a candidate, you may stand for both Chair and/or Executive and you can use the same seconders.  However, your self-nomination e-mail must specify clearly what you are standing for. If you wish to stand for the Executive you do not need to state which post you wish to stand for as the exact roles are decided at the first meeting of the new Executive.

All candidates have the option of submitting a 250 word (maximum) statement before the close of nominations (Friday 24th October) and this will be posted onto the PAC website in bilingual form. We would be grateful it if you could submit this statement bilingually. If you cannot submit your statement bilingually please try to send it to the Returning Officer before the final deadline in order to ensure that we have time to get it translated to go on the website at the same time as the other nominations.

If you want more information on the roles of officers currently making up the PAC Executive, please have a look on the PAC website where you will find the constitution and the roles of executive members (www.publicaffairscymru.org). Current PAC Executive members are also happy to talk to anyone about their current roles and what is involved in being on the executive.

EVENT: PAC quiz September 21st

We are pleased to announce that the Public Affairs Cymru quiz will be making its return this year.  We’re inviting teams of up to 6 people to join us from 6pm on September 21st at Salt, Cardiff Bay.

Entry is £10, which covers quiz entry, a light buffet and a drink. We hope to see you there for what promises to be a fun night!

Working in Wales in a UK-wide organisation

We will be hosting a half day seminar at the Pierhead on the challenges and opportunities that come along when working in Wales for a UK-wide organisation.

We will also be welcoming the Welsh Language Commissioner and will pay specific attention to the next steps in the development and application of Welsh language standards.

Tickets for PAC dinner now available

It is with great pleasure the Public Affairs Cymru’s (PAC) Executives invite you to join us in celebrating PAC’s 10th birthday at this year’s Annual Dinner.
A pre-dinner drinks reception sponsored by The Open University in Wales, and a three course dinner will be held at the Radisson Blu hotel in Cardiff on Thursday 30th June 2016.

This year we will be celebrating PAC’s 10th birthday and in light of this landmark our guest speaker will be the new Secretary of State for Wales, The Rt Hon. Alun Cairns MP.

This year’s event will also be held at a critical time for governance and politics in Wales, being held just seven days after the UK’s European Referendum, eight weeks after the National Assembly for Wales elections, and as consideration of the Draft Wales Bill continues into the summer.

As such the event will provide an excellent opportunity to reflect upon the distance both Wales and PAC has travelled since devolution; Wales’ current relationship with the United Kingdom and the wider world; and where we are heading in the years ahead.

By the time the dinner takes place we could have a brand new government of a different party colour; the United Kingdom could be on its way out of the European Union; and debates on the next stage of devolution could be about to reconvene. Throw in the commemoration of 10 years of Public Affairs Cymru and the evening is clearly an opportunity too important to miss.

Individual tickets can be purchased at just £55 per head, or at a discounted rate of £500 for a table of ten.
